This looks like product defect:Step 29 Set Services ---> first populate the services.Step 30 Remove duplicates from Services table --> removes duplicates from lb service table [13 actual count]Step 31 Create table for hit counts ---> gets hit counts for each service.Step 32 Merge Hit Count with services ---> merges the services from step 29 and 31 after the merge service count increases to 29.This is how duplicates duplicates goes to the payload and discovery fails with payload errors.
