Ideally, whenever an incident/change record (wherever the teams chat is initiated) is closed, we send a DELETE call to Microsoft to remove the participants from the chat that is created, and the participants in the teams chat group should be automatically removed. This causes ServiceNow to send a DELETE call to Microsoft using the user account token whoever created the teams chat; however, since the user is not part of the teams chat group, the outbound call results in a 403 unauthorized error as the user is no longer part of the team chat group, and the chat participants are not automatically removed.
