Out of the Box, the state values for Change Requests are driven by the associated workflow or flow. Once a Change is closed, the Change should not be updated for any reason. Since there are BRs and other internal out of the box logic that trigger on Change state value changes, this would likely require extensive customization out of scope for Support.
