When hovering over the application menu the pencil icon shows up. Click on the pencil to edit the System Application Menu record. Uncheck the active check box and save the record. To deactivate all Modules within the Menu, it is easiest to List Edit the items and change the active column from True to False. Next you will need to find and remove the plugin specific roles from all User. Go to User Administration > Roles and search for roles that match the Package/Plugin you are deactivating. Example: Service Catalog in the Picture above. Note down all the roles related to your package, for example: catalog, catalog_admin, catalog_editor etc.,. Next go to User Administration > User Roles and search for Role Name is one the of the roles noted down above. And click on Run. Then right click on the table header and select Data Management > Delete All with preview... Then click on Preview Cascade to verify that only the required user roles will be removed. Then click on execute now Once all package owned roles are removed non-admin users should no longer be able to access most of the data.
