This is expected behaviour and is done by the business rule "Remove Installs For Retired/Stolen CI". The script on the business rule calls "disableworkflow()", and hence, an audit history is not created for the operational status change. Since the business rule is an asynchronous type and calls disableworkflow, it may not be recorded in the stack trace either.
