We also have a potential workaround for the issue. The workaround is that we have 3 business rules, they're called "Reorder test step orders" (one each for insert, update, and delete): 1. Delete:https://<Instance_name>.service-now.com/sys_script.do?sys_id=56387b380b702200a8d7a12cf6673af1 Please turn off the "Update" one (second link) just be certain to turn any disabled business rules back on when they're done re-ordering their steps Once that BR is off, you can make changes you want to the step ordering without any restrictions. It is suggested to turn it off, then find all duplicate order steps and assign them unique numbers. Once all the steps have unique step orders, you can turn it back on, and the step reordering will start working normally again.
