The 'Assessment Detail' widget tries to access fields on that table but vendors do not have the snc_internal role so the widget fails and the assessment doesn't display correctly. Its sys_id can be different in each instance as it gets created by the implicit roles plugin. The ACL will only have the role snc_internal associated with it. Add the vendor_contact role so that vendors will no longer run into this error. Another option is to delete the ACL completely but there is no guarantee the implicit roles plugin will not create it again in the future so adding the role is a more permanent solution.
