Because the system displays the Name field by default, the dropdown shows both records as identical entries even though they are separate records in the system. The Data Certification policy filter behaves the same way as a standard list filter. When filtering by IT Application Owner, the system pulls records by display name, which can appear as a duplicate entry when two users share the same name. Because User ID is unique for each account, the filter correctly differentiates between the two records. To apply this: Open the Data Certification policy.In the filter condition, select IT Application Owner > User ID instead of IT Application Owner.Select the correct user by their unique User ID. This behavior is by design.
