Look for the following notification on listings to be sure you are downloading the USEM-supported applications: This app version is intended for Unified Security Exposure Management (USEM), a major architectural upgrade to Vulnerability Response applications. If you are currently using Vulnerability Response and upgrading to USEM for the first time, you must use the Migration Assistance Tool to ensure a successful upgrade. Note: As of January 20, 2026, update sets are no longer required to access the Migration Assistant for USEM. The tool is now included in the Unified Security Exposure Management plugin. Migration assistant for Unified Security Exposure Management Introduction Upgrading Vulnerability Response to Unified Security Exposure Management (USEM) introduces significant architectural and functional changes to the Vulnerability Response and other related applications (Application Vulnerability Response, Container Vulnerability Response and Configuration Compliance). USEM represents a major evolution of Vulnerability Response, delivered starting with Vulnerability Response version 30.x. USEM (VR v30.x) enhances Vulnerability Response by providing: A streamlined and centralised experience for managing configurations such as assignment rules, risk scoring logic, and approvalsA unified workspace for managing and reporting on all exposure types, including Infrastructure Vulnerabilities, Application Vulnerabilities, Container Vulnerabilities, and Configuration Compliance test resultsFoundational improvements that enable greater consistency, scalability, and extensibility across exposure management workflows Upgrading from a pre-30.x version of Vulnerability Response to USEM requires several important steps, with a key focus on the migration of configuration and rule data to align with the new architecture. Important Note: The data migration performed as part of the USEM (VR v30.x) upgrade applies only to configurations and rules. Exposure data—such as VITs, AVITs, CVITs, and Test Results—are not migrated, or structurally changed as part of this upgrade. This Support Knowledge Base article is intended to guide customers through the upgrade to USEM (VR v30.x) and includes: Detailed documentation on the changes introduced with USEMA comprehensive list of deprecated objects to help assess customization and technical debt impactGuidance on leveraging Migration Assistant, an interactive tool designed to help plan and perform the upgrade and configuration migration What is Migration Assistant for Unified Security Exposure Management? Installing the Unified Security Exposure Management (USEM) app provides customers with access to the Migration Assistant for USEM utility in the ‘All’ navigation menu. The Migration Assistant guides and automates the upgrade of Vulnerability Response and related applications into the unified USEM architecture. As USEM represents a major architectural change, the Migration Assistant provides a step-by-step experience to assess readiness, meet prerequisites, upgrade required plugins, migrate configurations and rules, validate the upgrade, and complete post-migration checks. Accessible from the application navigator, it helps minimise risk and manual effort while ensuring a smooth transition to USEM. Why is the “Migration Assistant for USEM” Important? ServiceNow strongly recommends using the Migration Assistant for USEM to upgrade from Vulnerability Response to USEM (VR v30.x). USEM is a major architectural upgrade that requires a specific sequence of steps to be executed correctly, and the Migration Assistant ensures this process is handled safely and consistently. The tool automatically manages critical upgrade actions, including temporarily disabling integrations and scheduled jobs, upgrading required store applications, migrating configurations and rules, and validating the upgrade outcome. Additionally, the Migration Assistant helps understand potential impacts from existing customizations before the upgrade begins, allowing customers to plan time, resources, and efforts more effectively. Note: When using the Migration Assistant, you do not need to manually upgrade Vulnerability Response or related apps through the Store Application Manager. By enforcing the correct order of operations and automating key steps, the Migration Assistant significantly reduces risk and ensures a smoother transition to USEM. Below is a comparison of how the VR Store App Upgrade works when using the Migration Assistant versus the traditional Platform Store Application Manager: The Migration Assistant for USEM provides the following capabilities. Plan your upgrade: Leverage the tool to see applicable customizations and conflicts to the VR -> USEM (v30.x) Upgrade – this will help with planning the effort for the upgrade, based on the amount of conflicts that need to be reviewed and actions (revert to baseline, determine if customization is still needed, testing effort, etc.)Guided Experience: The tool provides a clear, step-by-step interface, ensuring you don’t miss any critical actions or prerequisites.Automation: Automatic processes such as plugin upgrades reduce the risk of you missing a critical step.Conflict Resolution: The tool includes validation checks and warning messages to help you resolve data conflicts before proceeding, ensuring a clean migrationPost-Migration Verification: After the migration is completed, the tool provides you with best practices for post-migration checks and it helps you verify that all records and integrations have been correctly updated. Note: If you encounter any errors during the migration process, refer to the troubleshooting section for assistance. Important: - The migration assistant is to be leveraged only if the currently installed version of Vulnerability Response is lower than v30.0 in the given ServiceNow instance.- This is a one-way change and should be validated first on a sub-production or non-business-critical instance to avoid impacting day-to-day operations. Once validated and confirmed to work as expected, it can then be applied to main production instances. VR to USEM Migration Steps Listed below is a summary of the key steps required to perform the VR to USEM (VR v30.x) upgrade and migration. The complete, detailed sequence of steps is provided later in this KB Article — this section is only a high-level summary. This kb is intended for existing Vulnerability Response customers upgrading to USEM(VR v30x), which is delivered starting with Vulnerability Response v30.x. When you move to v30.x or above, you must use the Migration Assistant for USEM(VR v30x) to complete the upgrade, it migrates your data into the new USEM(VR v30x) architecture and runs the upgrade steps in the correct sequence.New customers do not need the Migration Assistant. Customers starting fresh on v30.x or above begin directly on USEM(VR v30x), so there is no existing data to migrate. What happens if you don't use the Migration Assistant? If the Migration Assistant is not used, configuration and rule data is not migrated from the deprecated (non-USEM VR v30x) tables into the new USEM(VR v30x) tables. As a result, USEM(VR v30x) features may not work correctly, because the new architecture depends on that data residing in the new tables. The Migration Assistant is the required method for upgrading to USEM(VR v30x). It enforces the correct order of operations and automates critical steps temporarily disabling integrations and scheduled jobs, upgrading the required store applications, migrating configurations and rules, and validating the outcome which significantly reduces risk and ensures data lands correctly. Note:The Migration Assistant should be used only if the currently installed version of Vulnerability Response is lower than v30.0.This is a one-way change with no rollback. Validate it first on a sub-production or non-business-critical instance, and apply it to production only after it is confirmed to work as expected. By when do customers need to complete the migration? The timeline is driven by the Brazil platform release. If a customer upgrades the NOW Platform to Brazil without first upgrading to USEM (VR v30x), VR is force-upgraded to v30 as part of the Platform True-Up. Mandatory-timeline guidance is available in the dedicated Community article, and related resources including this Support KB and other migration guides are maintained in the Community Article & Resource Library. What happens if customers do not perform the upgrade at all? If an existing VR customer does not upgrade to USEM (VR v30x) and then upgrades the NOW Platform to the Brazil release, VR will be forced to v30 as part of the Platform True-Up. On launching a VR List View, the customer sees a warning banner stating their USEM(VR v30x) migration is incomplete, with a link to this KB to complete it using the USEM(VR v30x) Migration Assistant. VR is expected to remain functional, but any prior customizations likely will not work and must be reviewed and addressed by the customer. Does the migration affect other products or applications? Yes. VR and the related SecOps Store Apps account for the USEM(VR v30x) migration. Other Store Apps — such as Configuration Compliance — also carry a v30x version that aligns with USEM(VR v30x). Where can customers get help during the migration? Customers follow the existing ServiceNow Support Model to open cases. Technical Support Engineers are aware of the USEM(VR v30x) migration and can engage Engineering as needed. Live Office Hours are also run through the Community — with Product Management and Engineering representation — where customers can ask questions and hear from peers.
