When you insert or update from the native form, the business rule runs regardless of whether this property is set to true or false. However, if you perform insert or update actions from the project workspace in the Planning page, the business rule will not run if the property is set to false. This is intended to help reduce performance issues. However, if the property is set to false and updating the state of the task to closed on the Planning page, only then will the business rule run. There is a script include named PlannedTaskUtilsV2 (sys_script_include.do?sys_id=d5938c22eb810100b749215df106fe9c), in this script, when the task state is updated to closed, it also updates the closed_by and closed_at fields for that task. Becasue of which the business rule is getting triggered.
