The problem is that once you add a visibility record, you then have to add one for every other application you want to see that button in, and if there aren't any visibility records, the UI Action is available for all.Steps to Reproduce 1. Hop into instance (Yokohama)2. Open a new interaction or any existing one with state=New and assigned to is empty3.
