The ACL involved here (Sys ID: ca054f0293a412104de7335b448918a8) follows a “Deny Unless” model, meaning access is denied by default unless specific conditions evaluate to true. In this case, access to the oauth_credential table is denied for unauthenticated users or system contexts, such as integrations or REST messages that do not execute under an authenticated user session. This ACL does not restrict access based on admin privileges, as the Admin overrides flag is enabled. Any logged-in, authenticated user can still read from this table if their assigned roles and ACL permissions allow it. Therefore, the root cause of outbound REST call failures is not that non-admin users are blocked, but that unauthenticated contexts cannot retrieve the OAuth token record due to this security restriction.
