The skills that has false value for is_template are not visible to admin users in the Now assist skill kit. A fix is planned for the version SR - ITSM - Now Assist for IT Service Management (ITSM) v10.0, which will update the 'Is template' checkbox to true for the KB generation skill. This will allow the admin users to copy the skill as per the docs.
