When the Advanced is set to false, these View Rules will execute first. These View Rules are cached so they're loaded first for performance reasons. If a match hasn't been found from this set, View Rules where Advanced is set to true are evaluated, which also honor Order field. This is because scripted View Rules can't be cached so the cached View Rules execute first.
