By design the OOB Script Include :EvtMgmtAlertMgmtAlertReopenHandler, which triggers the code to create the new Incident is designed to copy all the field values from old Incident to New incident, except the field values registered in the property 'evt_mgmt.open_new_incident_ignore_fields' As a result the reassignment count on the new Incidents created were copied over from the previous Incident from which they are created.
