Steps to Reproduce: * Pre-requisite, set system to Japan Standard Time Zone 1. Create New On-Call Schedule for a specified group. 2. Create a shift that uses schedule '24x7' and have the start date as the next day.e.g. If today is 9/3, have the start date as 9/4 3. Add Members to the on call schedule.4. Set rotation start date as the next day (same as step #2).5. Save the On Call Schedule Expected Behavior:As the start date is 9/4 and schedule is 24x7, as soon as the time is 9/4 00:00, the available member should be shown in the On Call Schedule Actual Behavior:Before Japan Standard Time (JST) 9:00 AM on 9/4 it shows 'Nobody is On-Call now' This has an effect on escalation plan executing as well. Creating an incident before 9:00 AM leads to no escalation plan, while past 9:00 AM an escalation plan is executed.
