This means the file must first exist as a ServiceNow attachment and it must be uploaded using "Add attachment" before it can be transferred to Azure Blob Storage. The attachment will be uploaded to Blob directly from the sys_attachment table. How you add the attachment to the sys_attachment table is outside our scope and not something ServiceNow manages. From the Spoke side, we only provide an action that takes the attachment from the sys_attachment table and uploads it to Blob.
