Steps to Reproduce

1. there should be dictionary entries with html type with empty attribute 2. upgrade instance to Xanadu 3. fix script will run and while upgrading dictionary attribute with empty value it fails the execution and remaining dictionaries will not upgraded

Workaround NA

As part of defect fix it will run fix script and repair non-upgraded dictionary attributes.
