Enable the 'On Hold' field for the Change Table and add the 'On Hold' field to display in the SOW form view via Configure Layout from the back-end (the field can be hidden but needs to be in the selected display layout field list). OR 2. Modify the existing Declarative actions for 'Request Approval' and remove the scripted client condition value so it works the same way as in the Xanadu release, which skips the check on the On Hold flag.
