When the "recipient list" contains too many users, it is expected to take longer time to refresh. In such scenarios, when the "Publish Date" is not far from the current date, it is expected to see the Publication state not getting updated to "Published" immediately after the "Publish Date" is completed. It will wait for the "recipient list" refresh to be completed and then it will update the state of the publication to Publish. Refresh the recipient list in the instant publication workflow is configured because the relevant users get the following publication. It helps validate recipients and remove any invalid or duplicate entries across multiple lists. If the recipient list size is more than 2k, then it is passed into the event queue for processing.
