Specifically, the column was set to String, but it needs to be Translated Field to properly support multilingual display of menu items. All OOTB instances on Utah and higher contain the fix for this issue. HOWEVER, for instances that were originally on a prior releases, the field-type of the 'Title' field in the sys_ux_page_registry table has not been changed to 'Translated field'. This was left to customers to perform manually at their discretion due to the potential for data loss if the customer had already made other changes to the field.
