Steps to reproduce1. impersonating a user and entering a closed RITM2., Observed the the 'clip' icon to attach files does not appear on the top.Root CauseThe issue is caused by missing or incorrect Access Control Lists (ACLs) that allow users to write to the sc_req_item and sys_attachment tables. Steps to Resolve1. Create an ACL for the sc_req_item table to allow users to write to it.2. Create an ACL for the sys_attachment table to allow users to write to it.3. Update the existing ACL for write the sys_attachment table to include the same role used on prior ACLs.4. Be sure to add the role used on the ACLs to the user
