In this scenario the user should have both 'sn_hr_core.admin' and 'knowledge_admin' role to view the UI Actions on the form even if the user has can contribute acsess. The knowledge_admin role grants limited privileges within scoped knowledge bases and scoped admin indeed has more authority in their defined scope than a generic knowledge admin.
