Steps to Reproduce

In a Xanadu instance Install Discovery, SAMP, and File-based Discovery Set system property glide.discovery.file_discovery.enabled=false , to disable FBD Run discovery against a Windows server (which may need to have java processes) Expected behaviour: Since FBD is discabled, it should not run any FDB probes.

Actual behaviour: The discovery_log in the discovery_status will log "Fire FBD Probes for Java Processes", even though it doesn;t actually fire any probes.
