To resolve the issue, the sys_app DELETE metadata file should be removed from the application from the development instance and a new version should be published to application repository. In the development instance where the application is developed, go to sys_app table and open the application.In the installed files related list look for sys_app_03f39xxxxxxxxxxxx4b1d12c5e9619f3 file. Make sure that this is a deleted metadata file. Delete this record.Publish a new version of the application to the application repository. This new version can be then installed in the production instance successfully.
