Steps to Reproduce: 0. Login to the instance. 1. Impersonate a non-admin user. 2. Navigate to All > Platform Analytics > Data visualization 3. Open any data visualization accessible by the Non-Admin user. 5. A blue banner states, "This visualization is in the application, but Global is the current application. To edit this visualization, use the application picker to select the correct scope."
