These are not customized, but were touched by an out of box script, blocking that upgrade.Steps to Reproduce In a Washington instance, install Install ITOM/OT SU Licensing v3.3.0Run daily scheduled script "ITOM Exclusion Tables Update Store"Depending on the value of property glide.entitlement.surf.routing, that script will cause an update to these records: sys_app_module_3318df7c8959b110f877a9f1431e7690sys_app_module_b01523788999b110f877a9f1431e76b1sys_app_module_216a89dfc31bed103da1f92f050131c7sys_app_module_1e79b58a7730111021c742aa5b5a9921sys_app_module_7e9775c67730111021c742aa5b5a99e2sys_app_module_001fdbaa1b92f050c9dd6208b04bcbe4sys_app_module_2114b0c41beef890e5e26357b04bcb58sys_app_module_a5298d5fc31bed103da1f92f05013167 check that sys_update_xml records were created for that update.Now upgrade to ITOM/OT SU Licensing v3.6.0, which has new version of those records, with different filters.Upgrade history will show them as Skipped either in "Skipped Changes to Review" or "Customizations Unchanged". A scheduled script "ITOM Exclusion Tables Update Store" added in v3.3.0 to enable the new license summary for the Washington release, but updated the modules simply using .update(), meaning they were tracked as customer updates in the sys_update_xml table. Now that the fix for PRB1766477 changes them in v3.6.0, those changes are skipped, leaving the old version still in place.WorkaroundThis problem is currently under review and targeted to be fixed in a future release.
