For this reason there are lot of orphan records in the sys_ui_list_element with ListId field as empty as their associated records from sys_ui_list are prevented being inserted by the BR given. It won't affect admins as they have a privilege of not going through the records of sys_ui_list_element to display the search results. Issue is not reproducible for non-admins after an admin searches for the records in global search due to instance cache loading. Observed in sub-prod more frequently as cache.do is not performed often in prod instances.
