Steps to Reproduce

1. Install com.snc.service_portfolio_core plugin 2. Navigate to Change Properties 3. Set com.snc.change_request.refresh_impacted.event to false 4. Set com.snc.change_request.populate_service_offering to true 5. Save Properties 6. Navigate to service_offering and create a service offering with parent of 'Email' 7. Add Service Offering to related lists on change request form 8. Create a change request and populate Config item with any CI, Service = Email, Service Offering = record created in 6 9. Click on Refresh Impacted Services and notice that there is an error displayed "Unique Key violation detected by database"

Workaround Modify sys_script: Sync Service Offering sys_id: c3beb0e5e77023005a4b84f903f6a90a as follows:
