There can be multiple reasons, this article talks about one case where the azure tenant used does not belong to a commercial AZURE (ENTRA ID) tenant. There are segregated tenants for some customers (e.g. https://lhttps://learn.microsoft.com/en-us/compliance/regulatory/offering-ITAR#office-365-environments). These will have their own signing keys, etc. Example: GCC, GCC-H and DoD environments. Fix: Go to oidc_provider_configuration and find the one that is used for OAM [OOB record comes with sys_id=5efa3a545333130048e5ddeeff7b12ae].
