Homepage scrollbar is not displaying Description Homepage scrollbar is not displaying

Steps to Reproduce 1. Impersonate user Beth Anglin (In OOTB instance)

2. Navigate to any Homepage

3. Notice it does not have a scroll bar.

Expected behavior: It should display scroll bar.

Actual behavior: It is not displaying scroll bar.
