The business rule includes the condition !gs.getUser().hasRole('admin'), which causes it to execute only for non-admin users and block the required data access. Navigate to System Definition > Business Rules.Search for the custom query business rule that contains the condition !gs.getUser().hasRole('admin').Open the business rule record.Clear the Active check box to disable the rule.Select Update to save the change. Added context from ServiceNow docs: This issue can also occur when g_form.getReference is used in catalog client scripts. This function does not work correctly for external users (No Role users), which prevents fields on the record producer form from auto-populating when a submission is made on behalf of another user. Added context from ServiceNow docs: For users with the snc_external role, variables with a default value and a client script may also fail to auto-populate in the Service Portal. The ACL for the API endpoint /api/sn_sc/servicecatalog/variables/{sys_id}/dynamic_value (Scripted REST External Default) rejects access for all users with the snc_external role. ServiceNow has opened a problem ticket for this issue and a fix is planned.
