Expected: Services that are in a non-operational or retired status should not be included in both the indicator and the score calculation for the associated Metric Score (Services with Owners)

Steps to Reproduce

Open CMDB Data Foundations Dashboard Go to Best Practices tab Services Missing Owners only filters on Owner = empty, but does not do any filtering on Operational Status Workaround After carefully considering the severity and frequency of the issue, and the cost and risk of attempting a fix, it has been decided to address this issue as a future product enhancement.
