Azure discovery is flip-flopping operational statuses in the same schedule (Uniform Scale Set VMs retired by AzureDefaultDeleteStrategy) Description The "Azure - Virtual Machine (LP)" pattern deletion strategy temporarily retires cmdb_ci_vm_instance records from the "Azure VM Instance - Uniform Scale Set" pattern.

Steps to Reproduce

1. Discover a VM and a Scale Set VM in the same region.

2. Observe in the History List the Scale Set VM was retired by the VM Deletion Strategy and then unretired in the same Discovery.
