Steps to Reproduce

It's a bit of a mission to set this up as an upgrade is required, but you also need to use the instance prior to running the upgrade.

1 - Create an instance on San Diego (any patch will do) 2 - Impersonate Christen Mitchel 3 - Nav to https:// /cab/?id=cab_workbench&sys_id=21b86514a5441110a866b797a95481a9 4 - Click the big Start meeting button 5 - After starting, the you'll see the Current agenda item widget pop up on the top left under the timer 6 - Click "Approve", it will open up a modal. 7 - Fill in some text and click Approve

At this point, what we needed cached by the browser has been cached

8 - Upgrade the instance to Utah Patch 4 (it doesn't really matter here either, but this patch has the change made in Tokyo to fix an issue in the dependency) 9 - Nav to https:// /cab/?id=cab_workbench&sys_id=21b86514a5441110a866b797a95481a9 10 - Click "Approve", it will open up a modal.

ISSUE -- you'll notice that the TinyMCE editor is not displayed, and there will be an error in the console

The issue cannot be reproduced by simply updating the script that the JS Include points to, the cache is defeated as we would expect. This only happens on upgrades.

Workaround Clear the browser's cache
