Negative Budget is not reflecting in Project Budget correctly when Total Planned Cost is negative. Description Negative Budget is not reflecting in Project Budget correctly when Total Planned Cost is negative.

Steps to Reproduce

a. Create new project b. Create a Cost Plan for FY23 (FY23: M07 to FY23: M08) c. Populate an "Entered cost" Cost Plan Breakdown with a NEGATIVE value so that Cost Plan has NEGATIVE "Total planned cost" (eg. -$10) d. Create a POSITIVE Project Budget for FY23 (eg. $100) e. The Project record financials for "Total planned cost" and "Budget cost" will be correct f. Change the positive budget entry in step d) to a NEGATIVE budget (eg. -$100) g. The Project record financials will show an incorrect "Budget cost" that is still POSITIVE $100
