Responses UI action goes irresponsive when the we open the form using the top navigation - Known Error

Responses UI action goes irresponsive when the we open the form using the top navigation Description Without navbar, when we click the Responses button on form, the popup box opens and able to select and add the template. With navbar, when we click the Responses button, the popup or the sidebar are not opened.

Steps to Reproduce

Access any Tokyo Instance with polaris enabled Click on settings > preference > display > enable "always show top navigation" Go to any case record Try to open a record which satisfies the condition in the below UI action https:// .service-now.com/sys_ui_action.do?sys_id=9967d6050b63320036e62c7885673a7b&sysparm_domain=null&sysparm_domain_scope=null

Now click on UI action responses.

Expected behavior : The Responses should open the templates dropdown on the form Actual Behavior : Responses UI action goes irresponsive when the we open the form using the top navigation

> Now if we turn off the "always show top navigation" from display preferences, and open the case form, it works as expected
