Unauthorized Change - Known Error

Unauthorized Change Description UI policy 'Unauthorized change only available for non-Model Emergency changes', prevents unauthorised change creation for customers that don't utilise models.

Steps to Reproduce

Change a relevant CI - note an unathorised change is not created when change models are not utilised.

Workaround This problem has been fixed in the Tokyo release, implemented via UI policy with short description "Unauthorized change only available for non-Model Emergency changes or Unauthorized Change Model".
