Steps to Reproduce

1. Log in as admin on the Platform UI. 2. Go to "Conversational Interfaces -> Settings -> Virtual Agent -> Custom greetings and setup -> View all". 3. Select the "Default chat experience". 4. Select the Promoted Topics tab. 5. Click Add topic to add a new Promoted Topic. 6. Go to Now Mobile Homepage Applet Launcher. 7. Enable Quick Action Chat. 8. Log in Now Mobile App. 9. Click on the Quick action Chat on Home Navigation Tab. 10. Click on the "Show me everything" button on the Virtual Agent.

Expected behavior All available topics should show up. Actual behavior No topics show up.
