As per the definition in below documentation, it should only show message to admin users.

Steps to Reproduce

1. Hop into any Tokyo instance and go to below link as user with role 'knowledge_admin' and non-admin: .service-now.com/sp?id=form&sysparm_domain_restore=false&sysparm_stack=no&t=kb_submission&sys_id=-1 2. Copy paste the content from attached docuement in the tinyMCE

Actual Behavior: It shows "There is a JavaScript error in your browser console"

Expected Behvaior: It should not show "There is a JavaScript error in your browser console" as the user does not have admin role.
