Steps to Reproduce

Deactivate the below Flows:

Normal Flow Designer : Change - Normal - Assess Change - Normal - Authorize Change - Normal - Implement

Emergency Flow Designer: Change - Emergency - Implement Change - Emergency - Authorize Change - Emergency - Review

Actual results: Cannot deactivate the Flows. They are read only are read-only for admin or flow admin. Impersonate an admin user or the caller Subhabrata Sarkar

Expected results: Admin or Flow admin should be able to deactivate these Flows

Workaround Raise a Servicenow ticket to assist on deactivating the Flows.
