ReleaseAllCauseIt is expected that only the owner should be able to see the Dashboard.ResolutionThe reason is that only dashboard owners and maint users will be able to see the dashboards, not all the users in the instance. When we impersonate the owner, we will be able to see the converted dashboards under pa_dashboards table.
