The user having the write access to the variables for sc_req_item in the pre San Diego releases was considered a security defect:PRB1527210 The Variable Editor is editable on the RITM even when the user does not have access to the variables field on RITM The Workaround is create an additional ACL to allow write on 'sc_req_item.variables' and specify roles/condition to determine which users should be permitted to edit the variables.
