Knowledge articles cannot be moved to review stateDescriptionThe publishing and retirement processes for a knowledge article are controlled by workflows defined for the knowledge base that the article belongs to. The issue is when user click on publish ui action neither approvals are created nor state has moved further. Steps to reproduce:1. Navigate to my Knowledge Articles.2. Create a new article.3. Click on publish and check the form where state is not moved further nor approvals are created.CauseIn the workflows, approvals would be sent to knowledge base owner or knowledge base managers. But for the affected knowledge base all the users i.e knowledge base owner and knowledge base manager are inactive which is causing the issue.ResolutionTwo ways to resolve the issue:1. Activate any of the user in knowledge base owner or knowledge base manager.2. Customize the approval workflow as per the required users.
