One property makes it so it runs whenever the Planned Start/End Date, cmdb_ci, or State are changed. Generally, this is sufficient, as you need to know your conflicts by a certain point in the lifecycle of a Change. There is no need to re-evaluate Conflicts as the Change Start Date comes near, as Conflicts should have already been established. The Scheduled Jobs loop through all Change Request that are nearing their start_date and evaluates Conflict Detection. If there are a large number of Changes in the week window, the time to completion will relate to that.
