This is noted in our documentation: https://docs.servicenow.com/bundle/sandiego-employee-service-management/page/product/human-resources/task/edit-hr-record-producer-for-hr-catalog-item.html Note: Application - "This field is automatically set to Human Resources: Employee Center Core." In an out of box instance, if you want to query a Record Producer in Employee Center as HR basic, this works. However, if we create a Record Producer in HR Core Scope, the HR admin role is necessary. This appears to be working as expected. The HR Record Producers should be generated in Employee Center, not HR Core. Go to the ACL table 2. In the name column add sys_scoped_admin_acl_inheritance 3. Open these records up and check the Admin Override checkbox and save 4. Go to sys_scoped_admin_acl_inheritance.do 5. Add sc_cat_item_producer to the Table field and save. Users should now be able to see the Records
