Enhancement to DEF0084337 - need to be able to avoid updating "sys_updated_on" if there's no change Description Currently when IRE runs, "sys_updated_on" is always updated - which is a design in DEF0084337. We need to be able to avoid updating "sys_updated_on" if there's no change during IRE commit. We can add a new a system property to control the behavior.

Steps to Reproduce

> Run IRE > sys_updated_on is updated on the CI even if there's no change

Workaround There is no known workaround for this issue. If you are able to upgrade, review the "Intended Fix Version" section below below to determine the versions that have a permanent fix.
