The mail script externally inserts the recipient email address, outside the checks performed by the notification engine, which can not verify if the additional recipient has a filter or not.

The cmn_notif_message table is not leveraged in this scenario to manage unsubscribed users.

Steps to Reproduce

1. Email sent via hr_integration_job_status sys_script_email out to valid users of the query 2. User unsubscribes via the email 3. User continues to receive emails from this sys_script_email
