Japanese translated Resolution code does not matched English. Description Build information: NYP3

Issue Description: Japanese translated Resolution code does not matched English. Japanese : 17 choices English : 7 choices

The customer (partner company) try to convince do not customise so much however, as Japanese translation is not work as expected, it is difficult to let them customisation.

symptoms : choice list number is not matched. reproducible on OOB NYP3. Please refer attached image.

Steps to Reproduce

1. access to your NY OOB instance. 2. Instlal Japanese plugin (if you don't have it) 3. On filster Navigator > incident.list 4. Open a incident (open same incident with another tab for JP) 5. Goto Resolution Information TAB (middle of form) 6. click "Resolution code" pull-down menu 7. You can see 7 choices in English 8. Change system language from English to Japanese 9. goto another TAB you already opened on step 4 10. Refresh the tab 11. click same place (resolution code) in Japanese form 12. You can see 12 choices in Japanese

Expected behavior : Resolution code should display same number of choice.

Actual behavior : Resolution code display diferent number between English and Japanese.

Workaround This is expected behavior and by design in all currently supported releases.
