After upgrading to Rome from a previous release, the Content Publishing store app being installed is v21. The issue usually affects one node only. On the affected node only, the following error can be see in the browser console: GET http://app000000.iad000.service-now.com:16000/scripts/audience/js_includes_audience.jsx?v=12-15-2021_1427&lp=Mon_Feb_07_17_39_50_PST_2022&c=8_88 net::ERR_ABORTED 404 (Not Found) ResolutionUpgrade the Content Publishing store app to its most recent version. Note that, after upgrading the app, the 'Manage Audiences' module is renamed to 'Audiences'. If the issue persists after upgrading the app, clearing the cache and logging out/in should fix the issue.
